ANIMALS SERVED
ANNUALLY
"This consolidation represents a turning point for animal welfare in our region. By unifying operations, PVAS is creating a shelter system that is more efficient, more humane, and better equipped to serve both pets and their people."
ISAAC TAWIL | MCALLEN CITY MANAGER & PVAS BOARD MEMBER
WHY THIS CAMPAIGN
Neither can we.
Our animals can't wait.
The decision to consolidate operations at The Laurie P. Andrews Center marks a transformational step forward — one that will allow PVAS to provide a higher standard of care and better serve our animals and our community.
Our Trenton facility has carried us through years of lifesaving work, but it no longer meets the level of care, efficiency, or safety our mission demands. Operating across two separate locations strains our team, complicates medical and behavioral care, and limits our ability to deliver a consistent, humane experience for every animal.
"By unifying all services at Andrews, we can finally operate as one modern, purpose-built campus."
SUZETTE CRUZ, EXECUTIVE DIRECTOR, PVAS
THE NEED
🏠
Trenton is closing.
After years of lifesaving work, PVAS has made the strategic decision to sell Trenton and consolidate everything at Andrews. That move is happening now.
📋
Two campuses strain everything.
Duplicated staffing, utilities, supply chains, and administration - every dollar stretched across across two locations means fewer resources for animals.
🚚
Intake needs a dedicated facility.
A purpose-built intake building and warehouse will absorb consolidated volume without straining the main shelter or disrupting daily care.
🌡️
Animals need weather-controlled space.
South Texas heat demands outdoor kennel space designed for the climate — adequate for the full capacity of one unified, modern campus.
🤝
Community investment is essential.
Municipal contracts fund operations. Building the infrastructure our animals deserve requires the community standing behind this mission.
WHAT WE'RE BUILDING
Where every dollar goes
Every dollar raised goes directly to one of these three components. Architect: Boultinghouse Simpson Gates. Contractor: D. Wilson Contractors.
Animal Housing &
Environment
Updated kennels, improved ventilation, and climate-controlled spaces that reduce animal stress and improve adoption and rescue outcomes.
01
Intake & Operational Infrastructure
A new intake and warehouse facility will strengthen daily operations, improve how animals are received and processed, and create a more efficient, organized system to support care across the shelter.
02
Community & Visitor Experience
Welcoming, accessible spaces for adopters, volunteers, and families — designed to make the shelter feel like part of the community it serves.
03

The Laurie P. Andrews Center - expanded.
This expansion features a new intake building, weather-controlled kennels, & dedicated support space - transforming Andrews into a facility built to carry PVAS's mission for the next half century.
"Our Andrews Center will now offer everything a vibrant, humane shelter should — both for the animals and the community."

VOICES OF SUPPORT
What our community is saying.
"This project is important for the animals because it will make it easier for adopters to see ALL available animals in one visit. This will lead to better matchmaking between pets and families."
BARBARA GUERRA | PVAS BOARD MEMBER & ADVOCATE SINCE 2005
"Ten years ago, our community came together to build The Laurie P. Andrews Center. The successful completion of this expansion depends greatly on our community's continued generosity."
CHARLIE MEYER | PVAS BOARD PRESIDENT
"This campaign is about more than construction. It's about building a shelter worthy of the trust our region places in us — a place where animals receive the dignity they deserve."
