PVAS Launches First Public Spay & Neuter Clinic

EDINBURG, TEXAS (November 7, 2025) — Palm Valley Animal Society has announced the launch of its first-ever public low-cost spay and neuter clinic, taking a major step toward addressing the Rio Grande Valley’s ongoing pet overpopulation crisis.
Each year, Palm Valley Animal Society provides care for more than 7,000 animals across Hidalgo County. Nearly 3,000 of those pets receive spay or neuter surgeries in-house before adoption, but the lack of affordable options for owned pets in the community continues to fuel overcrowding. This new program changes that by making professional, low-cost sterilization services available to the public for the first time in the organization’s history.
"Our shelter has been performing thousands of spay and neuter surgeries each year for animals already in our care," said Suzette Cruz, Executive Director of Palm Valley Animal Society. "Now, for the first time, we’re extending that care to the public. This is about giving families the tools they need to help us reduce overpopulation and suffering across the Valley."
The clinic will offer affordable spay and neuter surgeries, microchipping, and vaccines for cats and dogs, with prices starting as low as $65 for cats and $90 for small dogs. Each three-day clinic is designed to serve up to 120 animals and will be open exclusively to residents of PVAS’s contracted cities, including McAllen, Edinburg, Palmhurst, and parts of unincorporated Hidalgo County.
This lifesaving expansion is made possible through a generous gift from local philanthropist Gloria Gene Moore, whose generosity provided the foundation to launch the program. To honor her gift and build lasting impact, Palm Valley Animal Society is launching the Double the Lifesaving campaign. Every community donation will be matched through Moore’s contribution, allowing twice as many pets to receive affordable care.
