Addressing Pet Overpopulation in the Rio Grande Valley

Updated: May 1

EDINBURG, TEXAS (November 7, 2025) — Palm Valley Animal Society has announced the launch of its first-ever public low-cost spay and neuter clinic. This initiative marks a significant step toward addressing the ongoing pet overpopulation crisis in the Rio Grande Valley.

Each year, Palm Valley Animal Society cares for over 7,000 animals across Hidalgo County. Nearly 3,000 of these pets receive spay or neuter surgeries in-house before adoption. However, the lack of affordable options for owned pets in the community continues to fuel overcrowding. This new program aims to change that by providing professional, low-cost sterilization services to the public for the first time in the organization's history.

A Commitment to Community Welfare

"Our shelter has been performing thousands of spay and neuter surgeries each year for animals already in our care," said Suzette Cruz, Executive Director of Palm Valley Animal Society. "Now, for the first time, we’re extending that care to the public. This is about giving families the tools they need to help us reduce overpopulation and suffering across the Valley."

The clinic will offer affordable spay and neuter surgeries, microchipping, and vaccines for cats and dogs. Prices will start as low as $75 for cats and $100 for small dogs. Each three-day clinic is designed to serve up to 120 animals and will be open exclusively to residents of PVAS’s contracted cities, including McAllen, Edinburg, Palmhurst, and parts of unincorporated Hidalgo County.

Generous Support for Lifesaving Initiatives

This lifesaving expansion is made possible through a generous gift from local philanthropist Gloria Gene Moore. Her generosity provided the foundation to launch the program. To honor her gift and create a lasting impact, Palm Valley Animal Society is launching the Double the Lifesaving campaign. Every community donation will be matched through Moore’s contribution, allowing twice as many pets to receive affordable care.

About Palm Valley Animal Society

Palm Valley Animal Society is a 501(c)(3) nonprofit organization dedicated to saving lives and promoting humane animal care across the Rio Grande Valley. The organization serves over 800 animals in care at any given time, providing sheltering, adoption, and community outreach programs. These efforts aim to reduce pet homelessness and strengthen the human-animal bond.

The Importance of Spaying and Neutering

Spaying and neutering pets is crucial for controlling the pet population. It helps prevent unwanted litters and reduces the number of animals in shelters. By offering low-cost services, Palm Valley Animal Society is making it easier for families to take responsible actions for their pets.

Community Involvement and Support

Community involvement is vital for the success of this initiative. Local residents are encouraged to participate in the Double the Lifesaving campaign. By donating, you can help ensure that more pets receive the care they need. Every contribution counts and makes a difference in the lives of animals.

The Impact of Pet Overpopulation

Pet overpopulation is a pressing issue that affects communities nationwide. In the Rio Grande Valley, the situation is particularly dire. Many animals end up in shelters, where they face the risk of euthanasia due to overcrowding. This cycle of overpopulation can be broken through education, awareness, and accessible services.

Educating the Community

Education plays a key role in addressing pet overpopulation. By informing the public about the benefits of spaying and neutering, we can encourage responsible pet ownership. Workshops, community events, and outreach programs can help spread this important message.

Conclusion

The launch of the low-cost spay and neuter clinic by Palm Valley Animal Society is a significant milestone for the Rio Grande Valley. With the support of the community and generous donations, this initiative will help reduce pet overpopulation and improve the lives of countless animals. Together, we can make a positive impact on our community and the lives of our furry friends.
